Hemwati Nandan Baguguna Government College for Post Graduation Courses was established in 1988 in the tribal region of Udham Singh Nagar (Khatima) of Uttaranchal. Since the Institute is located on the national highway connecting Barielly and Pithoragarh, it attracts many students from the tribal community along side the border area. It not only welcomes students from the local vicinity but those from Nepal as well. It provides the students with various under graduate and post graduate courses in the disciplines of science and humanities. With the increase in the student intake, Professor Hari Ram Tiruwa (Principal of the College) strives to increase the infrastructural resources as well as the teaching faculties especially to uplift the students of the backward community.

1. Project ‘Shikhar’: Shikhar’ is an innovative computer program started by the Hemwati Nandan Bahuguna Government College in the year 2003. The course which is spearheaded by the APTECH Institute, allows students to seek educational empowerment by gaining professional computer knowledge without any additional cost. The College is equipped with high standard computer facilities and currently enrolls 197 students in this course. Upon successful completion of the course, students are duly given certification which in turns proves beneficial to them to step into the professional phase of their lives.
